It will be a “bittersweet” homecoming for Joy Ditto in January when she goes back to the $25 million-revenue American Public Power Association, this time as CEO.

After 15 years as a lobbyist at APPA, during which time she rose to senior vice president for legislative and political affairs, Ditto left to become CEO of the $6.5 million-revenue Utilities Technology Council in 2016.

“I wouldn’t have really considered leaving except to go back to APPA,” Ditto told CEO Update. UTC has “been a really great group and I wasn’t ready to leave, but sometimes you can’t control the timing of things.”

Sue Kelly, who has led the Arlington, Va.-based APPA for five years, announced in 2018 that she would retire by the end of this year.
