The National Rural Electric Cooperative Association has tapped former American Petroleum Institute lobbyist Louis Finkel as senior vice president for government relations, a position from which he will lead the $201M-revenue group’s advocacy efforts.

Finkel joins the Arlington, Va.-based NRECA from CVS Health, where he was VP, national and state government and public affairs. He previously was EVP and head lobbyist at API and, before that, EVP of government affairs for the Grocery Manufacturers Association.

“Louis’ experience working on federal issues as well as state-based campaigns is essential given that electric co-ops are involved with policy issues all the way from the national to the local level,” NRECA CEO Jim Matheson said in a statement. In addition to his advocacy work, Finkel is a former chief of staff for the House Science and Technology Committee.
